The United Arab Emirates is pioneering a digital transformation in identity verification by replacing physical Emirates ID cards with a biometric digital identity system powered by facial recognition and artificial intelligence. Announced in April 2025, this initiative is led by the Federal Authority for Identity, Citizenship, Customs and Ports Security (ICP) and aims to make facial biometrics the primary mode of identification for all citizens and residents. The new system will be accessible through the ICP’s smart application, allowing users to verify their identity seamlessly across government, healthcare, banking, telecommunications, hospitality, and other key sectors.
The facial recognition ID process begins with the collection of biometric data—specifically, high-resolution facial images—during the registration phase. These images are converted into mathematical templates and securely stored in encrypted databases. When accessing services, residents authenticate themselves by scanning their face using the smart app, which matches the live image against stored records in real time. This approach eliminates the need for physical cards, reduces the risk of lost or stolen IDs, and streamlines access to a wide range of public and private services. The rollout is being conducted in strategic phases, starting with simple services and expanding to more complex integrations, with full national coverage expected within a year.
To address privacy and security concerns, the UAE has implemented robust data protection frameworks in line with national laws and international best practices. Biometric data is encrypted during both transmission and storage, and user consent is mandatory before any data is processed. The ICP has also launched public awareness campaigns to educate residents on data protection and how to manage access permissions. Ultimately, the facial recognition ID system is designed to enhance convenience, improve service delivery, and position the UAE as a global leader in digital governance and smart city infrastructure.
